Description
California’s Senate Bill (SB) 43 updated California’s definition of Grave Disability (GD), which is the basis of Lanterman-Petris-Short (LPS) Act which provides guidelines on involuntary holds and conservatorships. SB 43 provides an expanded definition of “basic needs” that will include personal safety and necessary medical care, in addition to food, clothing and shelter. The list of conditions which can be considered as a cause for Grave Disability was also expanded to include Severe Substance Use Disorders and/or co-occurring mental health. Los Angeles County implemented the LPS process in alignment with the new SB43 definition of GD which began January 1, 2026.
Participants will also be provided of how to fully understand the changes and updates of involuntary holds. With the application of clinical vignettes, participants will have the opportunity to explore the differences between the criteria for SB43 (Severe Substance Use Disorder with Grave Disability) and what is not.
Learning Objectives
- Identify two (2) potential impacts of Senate Bill (SB) 43 changes to the Grave Disability criteria on clients with substance use disorders.
- Apply the application of Senate Bill (SB) 43 and the updated definition of Grave Disability to at least three (3) different clinical vignettes.
- Distinguish three (3) ways in which the SAPC provider network can coordinate integrative behavioral healthcare for clients who have higher acuity status.

Format
This course uses a mixed-media format with PowerPoint slides, voice-overs, and closed captions.
Process
Participants will read and/or listen to the material presented in the slides. At the end of the training, participants must obtain at least 80% as a passing score for the completion of this training and receive CE credits. CE certificate or certificate of attendance will be available for printing upon completion.

This course meets the qualifications for one and a half (1.5) hours of continuing education credit/contact hours (CEs/CEHs). Los Angeles County (LAC)-Department of Public Health (DPH) Substance Abuse Prevention and Control (SAPC) is an approved provider of continuing education for CMPSS (CalMHSA, #1014); CAODCs, SUDRCs, SUDCCs (CADTP, #181); RADTs I/II, CADCs-CASs, CADCs I/II, CADCs-CSs and LAADCs (CCAPP, #4-19-316-0227); and, CATCs I/II/III/IV/V/N/i/R (CAADE CEU Provider #: CP40 989 AHC 0725).
Los Angeles County-Department of Public Health (LAC-DPH) Substance Abuse Prevention and Control (SAPC) is approved by the California Psychological Association to provide continuing professional education for psychologists. The California Board of Behavioral Sciences accepts continuing education credit granted by the California Psychological Association or by any of its Approved Providers.
