Description
This training provides a comprehensive overview of 42 CFR Part 2 and the 2024 Final Rule updates, equipping Los Angeles County SAPC providers with the knowledge needed to ensure compliance with federal confidentiality requirements for substance use disorder (SUD) records. Participants will learn the purpose, history, and legislative intent of Part 2, including its role in protecting patients from stigma, discrimination, and legal consequences associated with seeking treatment.
The course explores key regulatory changes under the Final Rule, including alignment with HIPAA, updated patient consent requirements, and new flexibility for treatment, payment, and healthcare operations (TPO). Participants will also examine critical compliance areas such as redisclosure, permitted disclosures with and without consent, medical emergency exceptions, public health reporting, and legal restrictions related to court orders and criminal investigations.
Through real-world use cases and scenario-based learning, participants will apply Part 2 requirements to practical situations, strengthening their ability to safeguard patient information while supporting coordinated, high-quality care. This training supports SAPC providers in navigating complex privacy laws and implementing compliant, patient-centered practices across SUD treatment settings.

Format
This online course is a recording of a live virtual training, with voice-over narration and closed captions for accessibility. Interactive elements include knowledge checks and scenario-based use cases to reinforce key regulatory concepts and support application in real-world SUD treatment settings.
Process
Participants will complete six training modules covering Part 2 background, consent and disclosure requirements, and compliance risk areas. Knowledge checks are embedded throughout the training. Participants will also read and engage with the Implementation Guides for SAPC Provider Agencies, Quick Top for Lawful Holders, and the Questions and Answers summary from all “Primer on Part 2 & Final Rule Updates: SAPC Provider” Training sessions that took place in 2025 and 2026. At the end of the course, participants must achieve at least an 85% passing score on the final assessment to receive CE credit. A certificate of completion will be available upon successful completion.

CE Approval
This course meets the qualifications for two (2.0) hours of continuing education credit/contact hours (CEs/CEHs). Los Angeles County (LAC)-Department of Public Health (DPH) Substance Abuse Prevention and Control (SAPC) is an approved provider of continuing education for CMPSS (CalMHSA, #1014); CAODCs, SUDRCs, SUDCCs (CADTP, #181); RADTs I/II, CADCs-CASs, CADCs I/II, CADCs-CSs and LAADCs (CCAPP, #4-19-316-0227); and, CATCs I/II/III/IV/V/N/i/R (CAADE CEU Provider #: CP40 989 AHC 0725).
Los Angeles County-Department of Public Health (LAC-DPH) Substance Abuse Prevention and Control (SAPC) is approved by the California Psychological Association to provide continuing professional education for psychologists. The California Board of Behavioral Sciences accepts continuing education credit granted by the California Psychological Association or by any of its Approved Providers. Provider approved by the California Board of Registered Nursing, Provider Number 18086, for 2.0 contact hours. LAC-DPH SAPC maintains responsibility for this program and its content.
