Description
This course is part of a set of trainings developed for the workforce who serve youth with substance use issues that are eligible for services under the Drug Medi-Cal Organized Delivery System [DMC-ODS] in Los Angeles County. In this training, participants will learn how to determine medical necessity for youth services using substance use disorder (SUD) clinical assessments (i.e., American Psychological Association’s Diagnostic Statistical Manual, Version 5-DSM 5) as well as LA County’s Youth screening and assessment tools (i.e., YES Screener, Youth ASAM, and Youth At-Risk Determination Tool). Additionally, they will learn about DMC-ODS benefit standards (i.e., EPSDT) and the comprehensive services they are eligible to receive in LA county under medical necessity.

Learning Objectives

1. Accurately define medical necessity according to the Youth System of Care (YSOC).
2. Describe the Early and Periodic Screening, Diagnostic, and Treatment (EPSDT) Drug Medi-Cal Organized Delivery System (DMC-ODS) benefit for youth. 
3. Accurately utilize the YSOC screening tool, American Society of Addiction Medicine (ASAM) assessment, and the
4. Diagnostic and Statistical Manual of Mental Disorders, 5th Edition (DSM-5) to assess for SUDs and SUD risk.
   Demonstrate accurate use of the screening/assessment tools and engagement strategies.

Intended Audience
Healthcare professionals and treatment providers working with youth substance use populations, including Licensed Marriage and Family Therapists, Licensed Clinical Social Workers, Licensed Professional Clinical Counselors, Registered and Certified Counselors and associate/interns/students working under the supervision of licensed clinicians.

Instructor
Dr. Rachel Gonzales-Castaneda, PhD, MPH 
 
Dr. Gonzales-Castaneda is an Associate Professor with the Azusa Pacific University (APU) Psychology Department. She also holds an appointment as an Associate Research Psychologist at the UCLA Integrated Substance Abuse Programs (ISAP), Department of Psychiatry and Biobehavioral Sciences. She has been involved in substance abuse research, evaluation, program development and training for over 20 years with multiple funded projects by the National Institutes of Health, Substance Abuse and Mental Health Services Administration, California Department of Health and Human Services, Los Angeles County Department of Public Health/Mental Health, and Hilton Foundation. The projects span multiple areas, including adult and youth populations, technology-driven applications, prevention and early intervention, evidence based treatment models, continuing care programs, family based services, and co-occurring disorders.

Format
This online course uses a mixed-media format with PowerPoint slides, voice-overs, and closed captions.

Process
At the start of the training, participants will be given a pre-test assessment. During the training, participants will read or listen to the material presented in the slides. At the end of the training, participants will need to pass the training post-test with a score of 80% or better to print a certificate of completion and receive CE credits. 

CE Approval
This course meets the qualifications for one (1.0) hour of continuing education credit/contact hours (CEs/CEHs). Los Angeles County (LAC)-Department of Public Health (DPH) Substance Abuse Prevention and Control (SAPC) is an approved provider of continuing education for CMPSS (CalMHSA, #1014); CAODCs, SUDRCs, SUDCCs (CADTP, #181); RADTs I/II, CADCs-CASs, CADCs I/II, CADCs-CSs and LAADCs (CCAPP, #4-19-316-0227); and, CATCs I/II/III/IV/V/N/i/R (CAADE CEU Provider #: CP40 989 AHC 0725).
